The Special Services Division protects Austin's citizens and environment by enforcing federal, state, and municipal water and wastewater regulations. This Division administers the City’s Industrial Waste Control/Pretreatment Program and the Cross Connection Control/Water Protection Program.

WTP4 will add capacity and reliability, ensuring that Austinites enjoy safe and reliable water service for future generations.
The City of Austin currently has two water treatment plants, Davis and Ullrich, which draw water from the Colorado River and treat it to drinking water quality. The City is in the process of planning another water treatment plant, Water Treatment Plant 4.
